Sorry, checked the trouble codes I have for '98-2001 and found no such animal with those numerics. They're all listed with zero as the first numeral, ie P0XXX, with P0804 being the last code.

Code P1689 is a commication failure between the ECM and Injection pump. You can try pulling the connector of the Injection pump, cleaning any crude (corrosion) regreasing and reinstalling. Good luck! You're local 5 Star can't do a thing for you!!!!!!!!! The fix for this is not in any of thier repair manuals.Cummins can't help because the ECM has Dodge's program? Check all of the connections on and around the ECM for any signs of wear. Check the IAT, MAP, CPS, reset the APPS look for any air leaks. Then hire a good WITCH DOCTOR to get rid of the gremlin. I would also check your connections on your Edge if you're getting a P1689 code.

Check all the connections to your EZ sounds like something is loose.
As far as the dead batteries go I would give it a good slow charge and watch the volt meter and have a load test done on it I think Autozone or Advanced Auto will do the test for free.
Hope this helps.

I was getting the same code with my truck and replaced the sensor behind the starter, I think it called the crankshaft sensor and have not had any more codes and engines runs smoother. approx. 4000 miles on sensor. my 2 cents
